The Newborn Screening Act of 2004 mandates the Department of Health to ensure that Newborn Screening Centers (NSCs) are accessible to the relevant public and provide services that comply with the standards set and approved in the National Comprehensive Newborn Screening System (NCNBSS).

Consistent with this mandate, DOH recently selected the Angeles University Foundation Medical Center (AUFMC) in Angeles City, Pampanga as host institution of the Newborn Screening Center - Central Luzon (NSC-CL).

AUFMC, a non-stock, non-profit healthcare facility located at MacArthur Highway, Barangay Salapungan, will start operations in October 2010 and will run the newborn screening samples from Regions I, II, III, and CAR. It is headed by Dr. Florencio Dizon with Dr. Michelle Tanglao as Laboratory Head and Gloriz Suarez as Program Manager. All NSC-CL personnel underwent training at the NSC-National Institutes of Health from July to September 2010 to standardize operations of all NSCs.

AUFMC is less than an hour north of Manila and minutes away from the Diosdado Macapagal International Airport in Clark. It is a Tertiary Level 4 Hospital with strategic location and geographic access. The NSC has 369.6 square meters floor area. It meets all the requirements for a newborn screening center and underwent accreditation process on September 29-30, 2010.

The members of the Accreditation Team were Dr. Bradford Therrell, Director of U.S. National Newborn Screening and Genetics Resource Center; Dr. Veronica Wiley, Head of the New South Wales Newborn Screening Program; Dr. Anna Victoria Sombong, NSC-V Laboratory Head; Dr. Nenita Soluta, Engr. Avelino Altura, and Ms. Rose Mylene Sotocinal from DOH-Bureau of Health Facilities and Services. Also in attendance were Dr. Eva Maria Cutiongco-dela Paz, Director of the Institute of Human Genetics, and Ms. Charity Jomento, Quality Assurance Officer of NSRC and Ms. Lita Orbillo, National Newborn Screening Coordinator of DOH.
